Open Question: Can someone recommend courses in web design?

I am 19 years of age and am looking to start a small business in retail, however, although no novice, I haven’t good too much experience in web design.

I wish to be able to build fully functional websites using CSS and XHTML, or whatever it is that can build Visually Pleasing websites.

I also wish to create eBay shop layouts, of the same professional standard as the sites i wish to build.

I live in England, UK.

Any ideas what I could do? Are there online courses? Home learning?
